Our Constitution

Vision

We are a trusted, proactive regulator that promotes excellence and inspires confidence in health and social care helping to improve outcomes for Islanders.

Mission

We independently regulate, inspect and support improvement in health and social care so that people receive high‑quality, safe, person‑centred support.

Purpose

We were appointed as a Health and Social Care Commission to:

Provide the people of Jersey with independent assurance about the quality safety and effectiveness of their health and social care services
Promote and support best practice in the delivery of health and social care by setting high standards and challenging poor performance
Work with service users and their families and carers to improve their experience of health and social care and achieve better outcomes.
Register a range of health and social care professionals and take steps to assure ourselves and the people of Jersey that all registered professionals are fit to practise.

How We Do It

Our approach is aligned to Right-touch regulation principles set out by the Professional Standards Authority:

Proportionate

Regulators should only intervene when necessary. Remedies should be appropriate to the risk posed, and costs identified and minimised.

Consistent

Rules and standards must be joined up and implemented fairly.

Targeted

Regulation should be focused on the problem and minimise side effects.

Transparent

Regulators should be open, and keep regulations simple and user friendly.

Accountable

Regulators must be able to justify decisions and be subject to public scrutiny.

Agile

Regulation must look forward and be able to adapt to anticipate change.

We intervene based on risk and evidence, keep processes user‑friendly, and continually learn from practice.
